Enhancing Copernicus Security services – EU governmental crisis management hub for forced population displacement


Addressing critical challenges such as population displacement driven by conflicts, climate change, extreme weather events, and socio-economic instability remains a key priority at European and global level. In this context, THEIA leverages advanced data fusion, processing, and analysis, through Geospatial Artificial Intelligence (GeoAI) and Machine Learning, to significantly enhance the capabilities of the Copernicus Security Services. By integrating multi-temporal Earth Observation data with diverse non-space datasets and end-user intelligence, THEIA enables improved situational awareness, supports more informed decision-making, and ensures adaptability to evolving policies and operational needs.

THEIA’s approach goes beyond technological innovation by directly supporting the operational workflows of Copernicus Entrusted Entities, such as the EU Satellite Centre (SatCen) and Frontex. By enhancing data accessibility, detection capabilities, and analytical depth, THEIA contributes to more efficient monitoring, risk assessment, and response mechanisms in areas related to border management, crisis response, and security operations. The project strengthens the Copernicus ecosystem by bridging existing capability gaps, particularly in applications related to population displacement and space-based intelligence.

Furthermore, THEIA fosters the development of EU-independent technologies and strengthens the European space ecosystem by ensuring interoperability between legacy systems and emerging New-Space solutions. Its services are designed to support a wide range of stakeholders, including EU agencies, Member State authorities, and international organisations, promoting improved coordination across governance levels—from local to European and global.

By the end of the project, THEIA will deliver a service fully aligned with the Copernicus core services, Climate Change, Marine, Land, Atmosphere, Emergency Management, and Security, enhancing their capacity to address forced population displacement and related security challenges. In doing so, THEIA not only expands the scope and impact of Copernicus but also ensures that its results are directly exploitable by Entrusted Entities, contributing to more resilient, responsive, and effective European security services.
